TAC provides assistive technology assessments and demonstrations to help individuals with disabilities identify their needs. TAC also provides training and hosted an iPhone class for the VIS Group to teach users with vision impairments how to access their cell phones using Voice Over for speech output. The Tennessee Department of Human Services' Division of Rehabilitation Services recognizes the unique needs of individuals who are Deaf, Deaf-Blind and Hard of Hearing. In 2005, the division established a new unit to provide specialized vocational rehabilitation services to eligible clients who are deaf, deaf-blind or hard of hearing. Thirteen (13) Vocational Rehabilitation Counselors, who are specially trained to work and communicate with persons who are deaf, deaf-blind or hard of hearing, provide services that enable their clients to enter, retain, or return to competitive employment. Services are individualized and depending upon a person's needs may include the following: Guidance and Counseling; Vocational Training; Post Secondary Education; Interpreting Services; Provision of Hearing Aids and Other Adaptive Devices; Personal Adjustment Training; Technology Services; Job Placement; Physical Restoration; Information Referral.
Some of these services may be based upon economic need and may require financial participation on the part of the clients. These Counselors are located in vocational rehabilitation regional offices across the state.

The Rehabilitation Teaching Program provides services to eligible individuals of all ages who are blind or who have a severe visual impairment to enable them to live as independently as possible in their homes and communities. Eighteen Rehabilitation Teachers provide a wide range of independent living services to all eligible individuals. Teachers provide direct services to individuals on a one-on-one basis and coordinate services which may be available from other agencies and organizations. Teachers are also active in establishing support groups in the communities. All services are customized to meet the individual's needs and may include: Guidance and Counseling; Functional Low Vision Evaluations; Orientation and Mobility Services; Instruction in Communication Skills (Braille, recording devices, books in alternative formats, etc.); Instruction in Self Care Skills; Home Management Training; Instruction in Leisure Activities; Information and Referral.
Tennessee Services for the Blind and Visually Impaired receives special funding to provide independent living services to older individuals who are blind or visually impaired. These services are administered by the agency's 18 Rehabilitation Teachers who direct the efforts of nine Teacher Assistants in working exclusively with individuals who are at least 55 years old. These assistants provide direct services to individuals on a one-on-one basis and coordinate services, which may be available from other agencies and organizations. All services are provided under the supervision of a Rehabilitation Teacher.

TN Dept. of Human Resources partners with the National Federation of the Blind (NFB) to bring the NFB-NEWSLINE® to TN. Anyone who cannot read printed newspapers due to vision loss, dyslexia, or a physical disability is eligible to receive NFB-NEWSLINE®. This free service offers over 300 publications, including local newspapers, magazines, and Spanish-language newspapers.
Individuals can register by calling the NFB to request an application. You may also download an application or fill out our online application to register. After your registration is processed, you will receive a letter containing your activation codes and instructions on how to begin reading the newspaper with NFB-NEWSLINE®.

T.C.A. 49-10-804 mandates that the Department of Human Services maintain a register of citizens who are legally blind and living in Tennessee. Ophthalmologists, optometrists, and other medical professionals are required by this law to report to the register the names and pertinent facts of any person who is examined and diagnosed to be legally blind. All information provided to the register is confidential and is used only for purposes specifically related to the administration of the program. Tennessee Business Enterprises(TBE)

TBE offers vocational training and employment opportunities for individuals who are legally blind. The mission of this program is to provide high quality products and customer service while maximizing employment and economic opportunities for legally blind individuals. Federal and State laws grant TBE, under Randolph-Sheppard, a priority to operate vending and food service in Federal, State and local government buildings. Tennessee Business Enterprises trains, licenses and places blind individuals in a facility where they function much like an independent business owner. Assistance is provided to these managers by TBE Consultants.
TBE currently operates 143 facilities across the State. These facilities generate over $20 million in sales annually. The type of facilities managed and operated by the licensed blind vendor include:Fully Automated Vending Locations; Snack Bars; Cafeterias; Inmate Commissaries; Over the Counter sales; Micro Markets.

The Tennessee Technology Access Program (TTAP) is a statewide program designed to increase access to, and acquisition of, assistive technology devices and services. Through its four core programs: Funding Assistance, Device Demonstration, Device Loan and Device Reutilization, TTAP and a network of five assistive technology centers help people with disabilities and their families find and get the tools that they need to live independent, productive lives where and how they choose.
Each of TTAP’s core programs is uniquely designed to both maximize limited resources and improve the understanding of, and to gain better access to, assistive technology devices and services.
TTAP partners with five regional assistive technology centers across Tennessee. The centers provide training, evaluation, minority outreach and advocacy services. The staff at each of the centers works closely with businesses, school systems, vocational rehabilitation and the medical community to increase the independence and productivity of persons with disabilities through the use of assistive technology devices and services.
Vocational Rehabilitation Services
Vocational Rehabilitation Services are available to help eligible adults who are blind and visually impaired to successfully compete with others in entering, returning, or retaining employment. Vocational Rehabilitation Counselors who are specially trained to work with clients who are blind or visually impaired coordinate these services. Services are customized to meet the needs of the client who plays an active role in developing an Individualized Plan for Employment and choosing services and service providers. Depending upon an individual's particular circumstances, the following services may be available: Guidance and Counseling; Vocational Training; Post Secondary Education; Orientation and Mobility Training; Independent Living Services; Personal Adjustment Training; Work Adjustment; Technology Related Services; Job Placement; Medical, surgical, and hospital care needed to eliminate or reduce the effect of the visual disability; Information and Referral.
